JAPAN'S OFFER TO CHINA
WASHINGTON, September 15.
"Japan is constantly making China peace offers which are growing more liberal as the war advances," the Chinese Foreign Minister, Dr. T. V. Soong, told a Press conference. He added that the Japanese had promised to withdraw from China, ex-" cept fof Manchuria and Formosa, if the Chinese would leave the ' United. Nations and enter a racial war against the whites. Dr. Soong said that "no conscious political group" in China favoured the proposals. Mr. Roosevelt informed his Press conference that two Liberty ships had been assigned to China for the duration of the war, manned by Chinese crews with American officers till Chinese officers were available.
