LONDON, September 12. The German-controlled Croatian news agency says that the Croatian dictator, Dr. Pavelitch, has issued a proclamation declaring the designation of the Duke of Spoleto as King of Croatia null and void. The Duke is a relative of the King of Italy, who nominated him for the kingship. His abdication, reported to have been under the King of Italy's orders, occurred early in August.
