NEWS WITHHELD FROM MEXICANS
NEW YORK, November 1
The news that Mexican troops will be sent overseas will be withheld from the Mexican people, says the Mexico City correspondent of the "New York Times," because the Government intends gradually to prepare the population for the new development, which contrasts with President Camacho's promise that Mexican soldiei-s would not be allowed to fight outside Mexico's borders.
