The Minister of Housing (Mr

Armstrong) made it clear today

that it is not in order for State tenants to make more than lentative arrangements for the exchange of houses without the approval of the State Advances Corporation.

Mr. Armstrong said it had been noticed that State tenants wishing to make exchanges were inserting advertisements in the Press. "Exchanges." said Mr. Armstrong, "would be permitted only between State tenants in the same town, which, in the case of Wellington, would include the Hutt Valley "and other outlying suburban districts. In ho circumstances could an exchange be negotiated between a State tenant and the tenant of a pri-vately-owned property. The State Advances Corporation would consider each request for an exchange on its merits, and provided all factors were satisfactory, 'there would be no difficulty in arranging the exchange. i:State tenants should understand, however," the Minister added, "that prior approval is an essential condition to such exchanges and details .must be submitted to the Corporation so that the request can be examined and, if in order, new tenancy agreements completed by both tenants affected."
