' The United States Federal Reserve Board has drawn up stiff regulations controlling credit and instalment purchases of' nearly every article in common u?e. : The" new rules provide that charge accounts must be paid by the tenth y day of the second month following, .purchase: Instalment credit purchasers must pay one-third down and the balance in 12 months, except in the case of motor-cars, the instalment purchase of which provides for payment of the balance in 15 months, and furniture and pianos, on which one-fifth must be paid and the balance in 12 months. . Regardless of the total price, payments must be at ■ least five , dollars a month. The rules also tighten up the conditions relating to cash loans up to 1500 dollars (about £466) made, by-banks or other lenders. If a loan Is repayable in a lump sum, it must be paid within 90 days.
