TOKIO CAMPAIGN AGAINST

WASHINGTON, February 23,

President Roosevelt's secretary,, Mr. Stephen Early, said today that Government information services had advised the White House that Tokio radio was attempting to discredit in advance President Roosevelt's fireside talk of tonight and was putting out the biggest propaganda campaign yet attempted.

Four times this morning Tokio radio broadcast a statement in English alleging that President Roosevelt had dodged all questions at Press conferences, and it placed the responsibility for America's entry into the war directly on Mr. Roosevelt.

Mr. Early quoted the following sample of a Japanese broadcast, "'Good American citizens should know that the statements of President Roosevelt, including the popular' fireside chats, are all got-up stories or tricks cunningly set up in order to conceal the facts and the truth." '
