NEED FOR TECHNICIANS
(R6c. 9 a.m.) NEW YORK, Feb. 17,
The Mayor, Mr. F. LaGuardia, addressing 350 engineers and .architects representing cities throughout the United States, said that the construction of air-raid shelters was impracticable.
"You cannot put ceilings over the cities to protect Ihem," he said, "though cities at the foot of a mountain might be able to dig shelters without too great expense.
Mr. LaGuardia emphasised that 1942 and 1943 were going to be hard years. "We are. unaccustomed to disaster or hardship," he said. "Not till 1944 shall we begin to see the beginning of a victorious end.
"We are going into a new world—a world of technicians. Let us have actions, not words. Technicians must replace committees of estimable persons."
