RIO DE JANEIRO, Jan. 8. x Twenty-eight persons are dead andv scores have been hurt here ■ during a cloudburst. The storm was the worst for 40 years. It lasted 10 hours, disrupted telephone and lighting facilities, caused buildings to collapse, flooded streets, and swept waterfront dwellings into the sea.
