ANOTHER BORDER CLASH

TOKIO, Nov. 19
The Domei news agency reported a Russo-Japanese border clash 30 miles from Manchouli, with one Russian killed and two captured after crossing the border. The Russians, according to the Tokio radio, admitted that they had penetrated deeply into Manchukuo to ascertain the strength of Japanese forces there. Manchukuo has protested to the Soviet Consulate. A Harbin message to the Domei news agency says the three Russians •were cavalrymen and "were engaged on a military mission." It was impossible that they crossed the border by mistake.
