HURRYING OF U.S. CARGOES TO RUSSIA

The "New York Times" says: "The fast-moving events in Russia, have prompted the adoption by the • Administration of a policy whereby combat planes and war materials are to be supplied to the Soviet even at the expense of the United States army, subject only to (limitations of transportation. One possibility now is that the United States might shorten the time for hurrying cargoes to Russia by sending existing material from Hawaii or the Philippines, replacing it by consignments from the mainland."
