RUSSIAN REQUEST
DECLARATIONS OF WAR BY
BRITAIN
(Rec. 10 a.m.) WASHINGTON, October 31. Russia asked Britain to declare war on Finland, Hungary, and Rumania, says the Washington correspondent of '■ the Associated Press of America, quoting authoritative sources. The Soviet is understood to have taken up the position that Russia politically is put at a disadvantage by these three coun- . tries being technically at peace with Britain when all three are at war with Russia.
