LONDON, August 15. It is stated today that Mr. Sumner Welles, the American Under-Secretary of State, has been received by his chief, Mr. Cordell Hull, on his return from the conference at sea. • In Washington, authoritative circles are saying that President Roosevelt and Mr, Churchill personally drafted a broad strategic programme designed to wipe out Nazi tyranny. According to the same circles, the two leaders rriet frequently by themselves during the high se.as conference to co-ordinate the work of the sectional meetings of the high officials accompanying them. Mr. Cordell Hull has announced the possibility of a meeting between American, British, and Russian experts to consider Russia's war needs. The discussions between President Roosevelt i and Mr. Churchill about the supply of war materials to Russia may be followed by conferences between experts from all three countries, United States, Russia, and Great Britain. Mr. Cordell Hull said today that there might soon be an announcement about such a conference, and this evening's New York newspapers feature a report that Mr. Roosevelt and Mr, !
