NEUTRAL SATISFACTION

RUGBY, August 15. \ Neutral satisfaction with the eightpoint declaration is illustrated by the well-known Portuguese newspaper ; "Journal Do Comercio," which underlines its importance to the smaller countries that neither United States ! nor Britain have any territorial ambitions, and will respect the, form of government chosen by the people of every country. "It is now certain that right will again constitute the basis of hew social life," says the newspaper. "The world, which was yesterday still worried and feared the force of hegemony today wakes up hopeful that right will I supplant force."—B.O.W.
