CORRESPONDENT'S REPORT
LONDON, February 14,
A correspondent of the "Daily Mail" on the French frontier says Vichy reports state that General Franco again refused to join the Axis in the war against Britain. Signor Mussolini, it is said, asked him either to assist the Axis in attacking Gibraltar or to allow German troops to cross Spain and grant Italy necessary sea and air bases. General Franco answered no to both plans.
