FREEZING EXPECTED

WASHINGTON, February 13
Informed circles saidHhat President Roosevelt would , freeze all foreign funds in the United States as soon as Congress passes the Aid lo Britain Bill. It is said that Executive orders for that purpose have already been drawn up.
Friendly nations, for example, Britain, China, Greece, and the. Latin Americas, would be issued witlvgencral licences, making it possible for them to withdraw their funds at will.
The Under-Secretary for War (Mr. Patterson) announced that 137,096.000 dollars worth of contracts have been negotiated for an immediate start in the fortifying of six of the Atlantic bases leased frqm Britain..
