SEA AND AIR WAR
U.S. EXPERT'S VIEW
NAVY CAN SAVE EMPIRE
(Received December 28, 9 a.m.^
NEW YORK, December 27,
Writing in the "Military Review," the editor, Captain M. R. Kammerer, says that, if the British can withstand the air raids until the R.A.F. obtains something resembling parity, the Navy can save the Empire.
Captain Kammerer warned that Britain faces more dire consequences from the German submarine and pocket-battleships than during the darkest days of 1917. He conceded that the British blockade will be less decisive than in the World War, although it is most important, but stated that the submarine and pocketbattleship campaign in 1941 would be more difficult to combat than the submarines in 1917. Nevertheless, the problem should be capable of solution in 1941. Aerial warfare against Britain was intended to crush morale, but English bravery and doggedness had stood up well.
