PORT PHILLIP COLLISION

MELBOURNE, December 22

Charges have been laid by the Director of Navigation against Captain I. L. Lloyd, master of the liner which collided with and sank a minesweeper in Port Phillip Bay on November 20. The charges arise from the findings of the Court of Marine Inquiry which investigated the collision and found that the masters of both vessels were culpable. Captain Lloyd has been ordered to answer *the charges before another Court of Marine Inquiry on January 3. This is the customary procedure and does not necessarily indicate that the official view is that Captain Lloyd was at fault.

Blaming both vessels "to the same extent," the Court of Marine Inquiry declared that default on the part of Captain Lloyd amounted to "misconduct as defined by Section 6 of the Navigation Act." The collision was caused, the Court said, through the master of the liner not keeping a proper look-out, by sending the officer of the watch to the chart room to decode a wireless message while his own attention was mainly- centred on navigating the vessel.
