CABINET CHANGES

OPPONENTS OF PRO-NAZI POLICY TOKIO, December 12. Re/uter reports that an early reshuffle of Prince Konoye's Cabinet is runuoured with the rapid approach of the opening of what promises to be a storimy session of the Diet. Any changes would mainly affect Ministers who have fallen into bad odour with the pro-Nazi camp. It is reported that they will include the Foreign Minister, Mr. Matsuoka, the Navy Minister, Admiral Oikawa, and the Minister of Commerce and Industry, Mr. Kobayashi.

Mr. Matsuoka is reported to have lost confidence by virtue of his appointment of Admiral Nomura as Ambassador to Washington.

Admiral Oikawa is said to be untpopular because of his policy of in the prosecution of the south(ward advancement ambitions.

It is reported that December has been set as the deadline for "positive" action in the East Indies. Accordingly, a complete change of Government cannot be excluded, though a "walk-out" on the eve of the Diet session by Prince Konoye would meet with scant public approval, which remains an important factor in Japan, despite all efforts to control it from above.

Military and political circles are said to be working to prevent any such contingency.
