Some idea of the conditions the French people have to face at the present time has been given in a speech by the Vichy Minister of Agriculture. France's agricultural situation, he declared bluntly, was bad and the lack of transport seemed impossible to overcome. The number of railway wagons was insufficient, and both water transport between north and south and the best part of the road transport were paralysed.

Yet somehow, he went on, huge quantities of cereals had to be transported from the occupied areas to the south. After saying that France had, more or less, struggled free from the chaos of last July, he said, "but we have to work in the midst of ever-re-curring difficulties."

The harvest was mediocre both in quality and quantity, and the problem of prices was most pressing. France might be faced with economic catastrophe over prices.
