RUGBY, November 23. In a letter sent to the heads of municipalities and the chairmen of other civic authorities, the Secretary of War, Mr. Eden, tenders thanks for work during the last twelve months devoted to the welfare and comfort of the troops who have been in their areas, and puts forward suggestions to meet their entertainment and cultural needs in the winter.
Mr. Eden points out that the sei-vice-men will depend in the coming months upon local hospitality for their happiness and entertainment. He suggests the formation of committees to arrange and supervise entertainment and recreative activities in conjunction with the local welfare officer.
