USE OF AIR BASES
LATIN AMERICAS
TERMS ALMOST COMPLETED
NEW YORK, November. 7. The Washington correspondent of the "New York Times" says the United States has completed arrangements with virtually all the Latin Americancountries for the use of air bases. The Latin American countries will be responsible for the construction of such bases on their own soil, but the United States has agreed to supply technical , material and assistance. , Officials emphasise that the United States has not sought a formal lease of bases because it does not deI sire to raise the question of the transfer of sovereignty. Bases will be developed in Natal (Brazil), Argentina, • and Chile, and t probably Cuba and the Dominican Republic, with which countries negotia-. tions are proceeding. The "New York Times" expects an early announcement of further loans to the Latin American countries from the fund of 500,000,000 dollars estab- . lished for the purpose by Congress. i It adds that the new bases overcome the lack which navy officials feared would prejudice the* United States ability to defend South America b«low the "bulge."
