A new order for the control of paper which comes into force on August 16 revises and, in a few instances, extends the limitation on the use of paper which an earlier order imposed. Prohibition continues on new newspapers, magazines, and periodicals, but the statutory ban on the "sale or return" system for newspapers has been suspended on the condition that newspapers all continue to be sold on the "no returns" basis, and claims for returns are to be admitted only in special circumstances. Prohibition on the sale or return system now applies to magazines and other periodicals. Limits are set to the size of posters which may be printed on new paper. Certain other minor restrictions are also included.
