JAPAN "READY FOR WORST"
TOKIO, July 30,
The "Yomiuri Shimbun" said the Foreign Minister, Mr. Matsuoka, has offered the post of Ambassador to the United States to Mr. Yoshisuke Aikawa, president of the Manchuria Heavy Industry Company, who would replace Mr. Horinouchi.
The "Yomiuri" added that Mr. Matsuoka intends avoiding friction in Japanese-American relations while being "in perfect readiness for the worst."
