The Paris correspondent of the "New York Times" says that the Ger- - man infiltration of Galicia is assuming the proportions of an occupation, with the common frontier established between Germany and Rumania assuring the Germans, of an uninterrupted supply of oil and wheat if the Rumanians agree, and the possibility of' exerting pressure with greater facility if they disagree. The German gains are: (1) Russian assent to the exploitation of the Galician oilfields for 99 years; (2) exploitation of the railroads, assuring the transport' of oil and commerce from Rumania; (3) concessions to use the Krivoirog manganese mines; (4) a r concession to exploit and.organise other resources in Russia, with the right of transport through Russian territory.

Germany promises, first, that she will intervene if Britain and France try to help Finland either directly or through Norway or Sweden; and second, that Germany will immediately send experts to organise Russian transport and arms -production, and even send military technicians. The latest reports state that the negotiations have not been concluded because Moscow is hesitating, but that the Soviet has agreed to German control of the Galician railway, with a corridor 40 miles wide.
