WHITE PAPER DELAYED
TREATY WITH RUSSIA

RUGBY, January 24
Mr. Chamberlain said in the House of Commons that he was unable to state - when it would be possible to issue a White Paper dealing with the negotiations for a Treaty between the British Government and Russia. The delay in the publication of the White Paper was due to the necessity for consultation with other Governments.
