TOKIO, April 20,
The Minister of Foreign Affairs (Mr. Arita) proposed the toast of Herr Hitler's birthday at a luncheon at the German Embassy. The guests included members of the Cabinet and war chiefs.
The Emperor has sent greetings to Herr Hitler.
