REPLY BY HITLER FOR BOTH?

LONDON, April 18. The Rome correspondent of the British United Press states that it is learned from a high Fascist source that Signor Mussolini has decided to ignore President Roosevelt's message and to leave Herr Hitler to reply for Italy and Germany. An earlier message from Rome stated that Signor Mussolini's reply would be dispatched within a week. It was stated that the dictators had decided to reply separately, as Italy's relations with the Powers which the President mentioned were not the same as those of Germany.
The French Press is unanimously of the opinion that Herr Hitler's reply to President Roosevelt will leave the door open for negotiation. Signor Mussolini is expected to reject the proposals for a non-aggression pledge and for a world conference unless France first satisfies his claims.
Press attacks on President Roosevelt in Berlin continue to accuse him of consulting not only London and Paris but Moscow before the preparation of his message to Herr Hitler and Signor Mussolini.
