LIABILITY TO ACCIDENT
Figures showing that the liability of cyclists to accidents was greater than in the case of pedestrians were discussed by the New Zealand Road Safety Council today, when considering the advisability from the road safety aspect of granting allowances to children riding • bicycles to school.-
It was decided to advise the Minister of Education (the Hon. P. Fraser) of the council's endorsement of the following part of the' report dealing with the question:—"ln some cases the refusal of an allowance may cause hardship and the. Transport Department suggests - that, if-- an exception' should be made in these cases and the allowance granted, steps should be taken to see that the child does not ride a cycle .which is too big for him, that the cycle is properly equipped* that no passenger is carried, and that the child is able to satisfy some person, competent to judge, that he has a thorough knowledge of the rules governing; the conduct of cyclists, with provision for the cancellation of the allowance in the event of a breach of any of those rules."
