Opinion in London is that China would not respond and is determined to struggle on under the encouragement of the British and American credits. A message from Chungking states that the Chinese Government has ordered the complete reorganisation of the Kwang Tung Government. General Li Han-wen has been appointed Governor and Commissioner of Civil Affairs, Mr. Ku Li-chun has replaced Mr. T. L. Soong as Finance Minister, and General Chang Fak-wei as been appointed Com-mander-in-Chief of South China.
