ANNUAL CONFERENCE

ALLOCATION OF DATES

The annual meeting of the New Zealand Metropolitan and District Racing Clubs was held today, the president, Mr. J. S. McLeod, occupying the chair. Delegates in attendance were: Dr. A. McGregor Grant and Mr. W. C. Motion (Auckland), Messrs. J. E. Wells (Auckland District Clubs), G. W. Vercoe and W. H. Wackrow (South Auckland), A. S. Elworthy and p. E. Wanklyn (Canterbury), G. Fulton (North Canterbury), D. Grant and E. B. Newton (South Canterbury), A. C. Hanlon and L. C Hazlett (Dunedin), W. Christie and J. M. Samson (Dunedin districts), T. E. Coates (Greymouth), F. O. Hamilton (North Greymouth), J. B. Auld (South Greymouth), G. D. Beatson and F. P. Kelly (Hawke's Bay), F. W. Noland and A. G. Nolan (North Hawke's Bay), W. H. Gaisford and P. F. Wall (South Hawke's Bay), L. H. Collinson (Manawatu), W. T. Hazlett (Southland), M. O'Brien and E. J. Traynor (Southland districts). G. N. Sykes and the Hon. J. McLeod (Taranaki), Messrs. E. S. Tringham (Wellington), J. W. Card and W. Howard Booth (North Wellington), and A. F. Lowe (South Wellington). An apology for absence was received from Mr. F. A. Hawking (Auckland).

The dates of race meetings, as submitted by racing, jockey, and hunt clubs using the totalisator for holding race meetings during the incoming season, were approved, subject to the following amendments: — That the one day's racing formerly granted to the Waipawa County Racing Club, which is in the process of being wound up, be granted to the Hawke's Bay Jockey Club for October; that the four days' racing formerly allotted to the Takapuna Jockey Club be granted to the Auckland Racing Club, and that the Auckland Racing Club be allotted the dates applied for by the Takapuna Jockey Club, November 26, 28, and January 28, 30.

That the two days' racing formerly allotted to the Taumarunui Racing Club be granted to the Ohinemuri Jockey Club for October 1 arid 3; that the two days' racing formerly allotted to the Dargaville Racing Club be granted to the Avbndale Jockey Club for October 15 and 17; and the following other changes of dates: — Avondale Jockey Club, October 15 and 17, in lieu of November 12 and 14; Napier Park Racing Club, November 5, in lieu of November 10; Reefton Jockey Club, January 4 and 7, in lieu of January 6 and 8; Tuapeka County Jockey Club, April 8, in lieu of January 21; Taranaki Jockey Club, March 9 and 11, in lieu of February 9 and 11; Opunake Racing Club, February 4, in lieu of March 11; Gore Racing Club, February 24 and 25, in lieu of February 17 and 18; Ohinemuri Jockey Club, March 17, 18; Stratford^ Racing Club, April 15, in lieu of April 1; Waimate Racing Club, March 18, in lieu of April 1; Otaki Maori Racing Club, May 12, 13, in lieu of June 3, 5. '

During the year certificates of registration were granted to the Opotiki Hunt Club and Lumsden Hack Racing Club on the recommendation of the local district committees.

Objections to the dates allocated their respective clubs were voiced by Messrs. Wells (Avondale), Lowe (Nelson), Wanklyn (C.J.C.), and S. C. Tonks (Opunake), but they were not sustained, and the dates allocated were confirmed. DUAL LICENCES. The chairman reported that it was suggested to disallow dual licensing as from July 31, 1939. Mr. Collinsoni raised an objection to the suggestion, j pointing out that horsemen of the standard of C. Thomson, A. Jenkins, A. E. Didham, A. McDonald, F. McHughl were engaged in training operations, and without their riding activities it was problematical whether they could carry on.

Mr. Perrett supported Mr. Collinson, and moved that the suggestion be disagreed with.

Mr. Wanklyn moved as arx amendment that no dual licences be granted by the Conference except under special circumstances. Mr. Tringham seconded the motion.

A speaker suggested that dual licences be only granted to cross-coun-try horsemen, but an amendent along these lines was lost, and Mr. Wanklyn's motion was carried, Mr. Perrett withdrawing the original motion. COMPLIMENTARY TICKETS. Mr. Card urged the Conference to consider the matter of clubs regulating the issue of complimentary tickets for race meetings, pointing out that the I practice had been abused by some i clubs. As a direct result, sister clubs had been compelled to respond. The Conference should set up a committee to go into the matter. Mr. Booth, in support, pointed out that cases were common where tickets were applied for from afield, but were returned and used by residents where the club was situated. Mr. Perrett mentioned that clubs in and around his centre had come to a working arrangement some years ago, but the problem had again arisen and was particularly difficult. 1 Various speakers spoke in similar strain, and it was suggested that club secretaries should furnish the Conference with returns as to the number of complimentary tickets issued. It was decided to ascertain from clubs full particulars as to the issue of complimentary tickets. Mr. Perrett was also invited to furnish 'the data presented at the conference of clubs in the Wanganui district. . Mr. Elworthy, on behalf of the Canterbury District Committee, urged that at all race meetings a humane killer of approved pattern should be provided, and that it should be the duty of the stipendiary steward to ascertain whether the requirement had been fulfilled. The suggestion was adopted without comment. ELECTION OF OFFICERS. The election of officers resulted:— President, Mr. J. S. McLeod; vicepresident, Mr. A; S. Elworthy; executive, Messrs. W. C, Motion (Auckland), D. E. Wanklyn (Canterbury), T. E. Coates (Greymouth), A. C. Hanlon (Dunedin), G. D. Beatson (Hawke's Bay), W. T. Hazlett (Southland), C. W. Tringham (Wellington), J. H.
