I The special representative of "The | Times" at Burgos says that a semiofficial statement from General Franco's headquarters indicates that no change in the nationalists' air policy can be expected unless General Franco's proposal for a single neu-tpal-controlled harbour, to be set apart from the war zone for commercial shipping of a non-military nature, is carried into effect. The City Editor of the "Daily Mail" says that Lloyds' rates on the ships (which are not always British) going to Spain under the British flag are already 25 guineas per cent., and even higher for delayed cargoes. City authorities are objecting to London finance being misused for a species of gun-running, and are seriously considering a general refusal to accept risks. ,

Kagan, declared today that the whole demeanour of the interventionist Powers compelled him to doubt whether the evacuation of volunteers from Spain would occur..
