■ (1)" Continued efficient control of city affairs; (2) up-to-date transport to all parts at lowest possible fares; (3) development of reserves, playing areas, beaches, and baths; (4) allocation of available funds fairly among the various districts; (5) all loan proposals except those • relating to health to be placed before ratepayers.
