CHINA'S APPEAL

ENERGETIC MEASURES',

'- At today's meeting of the League Council, China.appealed to .the League of Nations to apply, Article Seventeen of ;the Covenant, which would mean 'the automatic application of sanctions against Japan. The article provides that in a dispute between a League member and a non-member the latter' shall be invited to accept the obligations, of membership and that '■■ should it decline it will be subject to Article Sixteen, relating to sanctions. Dr. Wellington Koo' (China), declared that the League had both the means, and /the duty ;tb" -halt the Japanese aggression. '■■■ Th^-Council unanimously adopted the'resolution ■. (reported; aboye)'.'
