SANCTIONS URGED
CHINA'S APPEAL
ENERGETIC MEASURES',
NEEDED
(Received February 3, 10.45 a.m.) ■■;•■-■• GENEVA, February 2. '- At today's meeting of the League Council, China.appealed to .the League of Nations to apply, Article Seventeen of ;the Covenant, which would mean 'the automatic application of sanctions against Japan. The article provides that in a dispute between a League member and a non-member the latter' shall be invited to accept the obligations, of membership and that '■■ should it decline it will be subject to Article Sixteen, relating to sanctions. Dr. Wellington Koo' (China), declared that the League had both the means, and /the duty ;tb" -halt the Japanese aggression. '■■■ Th^-Council unanimously adopted the'resolution ■. (reported; aboye)'.' Peru"-and-Pc-lapd abstained" from Voting,' as a-protect against the practice of the great "Powers drawing up plans of action and'presenting them to the Council as cut and dried-with-out consulting the small Powers. )'Dr. Koo, in accepting the resolution, and reserving the right to seek further League action; added:—"The extreme gravity of the Far Eastern situation demands the adoption by the Council of-concrete and energtic mea- , sures. Although the resolution contains evidence of the sympathetic spirit inspiring the October resolution, it is inadequate to meet:the exigencies of the case."
