HAITI'S APPEAL
DOMINICAN DISPUTE
U.S.A., MEXICO, AND CUBA TO MEDIATE *
(Received November 16, 9 a.m.) WASHINGTON, November i§.-Pi-esident Roosevelt has telegraphed, the United States's acceptance of an invitation from Haiti to ]oin with Mexico and Cuba for the purpoae of mediating in the dispute with the Dominican Republic. ■ Mexico and Cuba have also accepted.
It was reported some days ago that at least 2700 Haitians, principally Women and children, were killed in a series of attacks by Soldiers and civilians from the Dominican Reput> lie since October 5, and that 3000 residents of Haiti were driven 6Ut as the result of resentment at the heavy influx of Haitiahs seeking work afcrdss the Dominican frontier. An armed Conflict between the two Countries was prevented only by the intervention of American diplomatic officers. Letters received from a neutral Observer Concerning the Haitian massacres afoused dismay in official Quarters because of the unspeakable brur tality depicted, and feats that tha trouble was not over. Referring to the incident as oiie Of the major crimes in history) the writer, a journalist, declared that possibly 5000 menj women* and children were destroyed. Babies were impaled on bayonets, and adults corralled and "beaten to death with clubs, Shd quartered with machetes and sharpened hooks, Deminicah soldiers themselves were horrified ift many cases, and refused to carry out the slaughter. The orders Were that they Were to be made .drunk; The commander1 of one group of Ddmini-darts-was himself executed because ne revolted at the horror of hundreds of bodies being thrown into the sea or burned in great pits. Haiti is being over-p*opulated, and the' Dominicans claim v that the Haitiahs have infiltrated the Dominican Republic* accepting starvation wages and creating Wide unemployment.
