(Received November 5, 12.45 p.m.) BRUSSELS, November 4. M. Hubert Pierlot has informed the King that he is unable to form a Cabinet.

The Van Zeeland Cabinet resigned on October 25 as the result of a crisis arising from the internal affairs of the National Bank, but not associated with financial difficulties.

M. Pierlot was Minister of the Interior, Social Welfare, and Public Health in the de Broqueville Cabinet from June to November, 1934, and Minister of the Interior in the Theunis Cabinet from November, 1934, to March, 1935.
