NECESSARY MEASURES
FRENCH COLONIES PRESIDENTIAL DECREE POWER TO CONTROL MUCH CONCERN LATELY (United Press Association —By Electric Teicgr&pl]—Copyright.) (Received October 20,12.30 p.m.) PARIS, October 19. President Lebrun has signed a decree empowering M. Sarcane, Minister of Colonies, to take what measures he considers necessary for the control of France's possessions and protectorates in North Africa regarding which the Government has lately been much concerned. Two things have been disturbing the French Government, first the continued occupation by Italian forces of the Balearic Islands, where troops landed some time, ago "to restore order" after 1 Italian planes were alleged to have bombed Iviza, and, second, the dispatch of Italian troops to Libya. On September 18 it was reported that 7000 more Italians had landed in Morocco. On October 12 a cablegram stated that 5700 Italians had embarked for a reported destination in Tripoli, and on October 15 7000 troops were reported to have left Naples. The French Northern African colonies are very important possessions. Their population is about 9,000,000, and their area is about 896,000 square miles. The European population is in excess o| 1,000,000.
