DISAPPOINTMENT IN PARIS

PARIS, October 10. "The Italian reply docs not fulfil expectations," the French Foreign Minister, M. Delibes, told newspapermen. "It is not aggressive and is even conciliatory, but we must act. There must be no further violations of nonintervention. It is not Britain and France but Italy which is dilatory. We have no intention of excluding Germany. If Herr Hitler had sent orders praising his troops in Spain or had dispatched battalion orders to the troops, we should have approached Germany."
