COMMENT IN ROME

FEARS OF TENSE SITUATION

ROME, October 10.

Official comment describes the Note to Britain and France as constructive and as keeping the ball rolling by referring the problem to the Non-inter-vention Committee and leaving the responsibility to Britain and France.

Diplomatic circles in Rome fear that the reply will create the most tense situation since the outbreak of the Spanish war. Signor Mussolini's action in calling three classes of conscripts to the colours in readiness for service in any part of the world is considered alarming.

A message from Berlin states that political quarters there give the fullest approval to the Note.

INTERVENTION

LONDON, October 10.

The "Sunday Times" says that the opening of the French frontier will be of little help to the Valencia Government, the natural channel for the transit of arms from France being the sea, where convoys would be necessary, involving the possibility of incidents.

"The Observer" says that England and France have already consulted about the line to be taken.

It is emphasised in British official quarters that there is no definite understanding with France, but that if France adheres to her decision and the British Government formally signifies approval the whole pretence of nonintervention will be abandoned.

A decision on action to follow the Italian Note is expected within a few days.
