SHANGHAI, October 8. General Iwane Matsui, Japanese commander-in-chief at Shanghai, has issued a prodlnmation which is regarded as tha army's declaration of war, to the effect that the army is now prepared to ttse every means in its power to subUue its opponents. Its objectives ar« to establish the' foundations for a firm and lasting peace in East Asia and! to protect Japanese interests from thte scourge of the Chinese Government etrmy, which is pursuing an anti-Japanqse policy. Japanese aeroplanes continued spori adic bombings around Shanghai. Otherwise thq fronts are cpmparatiVely quiet. ; 1 Japanese aeroplanes carried out their daily bombing;'at Canton.
