An interesting point which emerges from the report 'of the League of Nations committee appointed to study problems of raw materials, now published in Geneva, is that the total present production of all commercially important raw materials in all colonial territories is no more than about 3 per cent, of the world production. In fact, with the exception of palm oil, rubber, and copra, most raw materials are produced wholly or almost wholly in non-colonial territories. In the committee's considered opinion the difficulties experinced regarding the raw materials arising from problems of payment vastly transcend in importance those arising from problems of access or supply. The only general and permanent solution of payment is to be found in restoration of international exchanges on the widest basis.
