POWERS' REQUEST
WITHDRAWAL OF COMBATANTS AT SHANGHAI
NANKING, September 7.
China fras rejected the Powers' proposals for a mutual withdrawal of combatants from Shanghai, but is ready to reconsider the question if the Japanese warships are withdrawn from the Whangpoo River.
