(British Official Wireless.) (Received June 23, 11. a.m.) . RUGBY, June 22. An official announcement this evening states that a further meeting to consider the incidents in which the German cruiser Leipzig was involved was held at the Foreign Office on June 22 between the Foreign Secretary and the French, German, and Italian Ambassadors. It : was unfortunately found impossible to: reach agree- ■ ment on measures which should be adopted in this case. It was considered on the one hand that while proposals should be jointly examined for increasing the security of ships of the four Powers on patrol, inquiry into the circumstances of incidents should precede any step directed against the Spanish party involved. On the other hand, the facts were regarded as being clearly established; and the incidents were considered to require immediate active steps in order to maintain the solidarity of the Powers and forestall a recurrence of such incidents. A proposal on which agreement could be reached was that an immediate naval demonstration showing the flags of the four Powers should be held off the coast of Valencia. The announcement shows that the machinery provided by the agreement of June 12 has not worked in this case to produce a satisfactory solution, but the machinery will continue in existence so long as the agreement is not repudiated, and it may be assumed that in the event of any further incident in which his Majesty's Government is concerned, it would invoke this machinery. "Britain is becoming distinctly impatient of German demands in regard to Spain," declares the diplomatic correspondent of "The Times."
