MADRID, May 18.
The conduct of the war will novr be in the hands of Cabinet. The War Council has been suppressed and the General Staff is to be reformed and given greater scope. . : A general offensive on all fronts is expected to follow the formation of the new Cabinet. The Catalans have decided to begin ah offensive to relieve the rebel pressure on the Basques.
Rebel aeroplanes are reported to have "blown to pieces" Scottish ambulance units on the Toledo front, and to have. bombed-hospitals. It is not yet known whether there were any British casualties. An ambulance officer who returned to Madrid with a side ambulance wore a shattered cap which had been riddled with bullets.
