HONG KONG, April 18.
"When in war we should r-^nain as calm as in peace time. In peace time we should remain as alert as in war time," said the new director of the Chinese Central Government's Publicity Department in a broadacast. "China has entered upon an extraordinary era, and is in the thrqes of an extraordinary emergency. China's foreign policy is based on equality, reciprocity, and co-existence.
"The nation will resolutely make a supreme sacrifice when it is necessary. Our domestic policy is based on peace and unification, and the Government is determined to abolish Communism."
