LONDON, April 30. ; A message from Gibraltar reports that General de Llano, broadcasting from Seville, said that any foreign Power helping in the evacuation of the civilian population from Bilbao will be considered to be committing an ,unMendlj act against -the Nationalists ' (.rebels). ■ The Bilbao, correspondent of The Times" reports that it is stated officially there that 1500 German "volunteers" landed at San Sebastian on April 25. A false air raid alarm was sounded to keep the population underground without seeing' the Germans as they travelled through the town. The report is denied by the Berlin news agency.:
