CABINET DISCUSSIONS
(Received March 10, 11.20 a.m.) BERLIN, March 9. Cabinet discussions are believed tc> have been confined to a new penal code providing for the death penalty for 23 crimes, including betrayal of Herr Hitler, disclosure of State secrets, disloyalty, and other political offences.
