PRELIMINARY STEPS

Representatives of the New Zealand Alliance of Labour and the New Zealand Trades and Labour Councils Federation have been in conference for some weeks past drafting a constitution of a national organisation of workers for the Dominion. The secretary of the Alliance of Labour (Mr. A. W. Croskery) and the secretary of the federation (Mr. F. D. Cornwell) stated today that it was considered that the constitution would meet with the approval of the trade union movement. The matter was completed yesterday.

It has been decided to forward the district councils of the New Zealand Alliance of Labour and the"trades and labour councils federated to the New Zealand Trades and Labour Council's Federation, copies of the findings of the representatives of the two national organisations and request them in each centre to co-operate in the holding of meetings of every trade union in such centre, and bring before them the findings arrived at by the national bodies, and further, to ask them to secure the opinion of the delegates as to whether they are of the opinion that an "all-in" trade union congress should be called, or whether they favour representatives from each centre to be sent in order'to bring about tha amalgamation into one national organisation, as is suggested by the representatives of the New Zealand Alliance of Labour and the* New Zealand Trades and Labour Councils Federation.

When these decisions have been arrived at and communicated to the executives of the two national bodies, the conference, as required by the trade union movement, will then be called. It will meet in Wellington on Tuesday, March 23 next, to complete the amalgamation of the New Zealand Alliance of Labour and the New Zealand Trades and Labour Council into one national organisation. In the event of an "all-in" trades union congress being called, representation will be on the basis of the representation of the New Zealand Labour Party conference,
