SHIPPING BAN
THE BRITISH BILL
DOES NOT APPLY TO
DOMINIONS
QUESTIONS IN COMMONS
(Received December 1, 11.40 a.m.) LONDON, November 30. Speaking in the House of Commons, the Dominions Secretary (Mr. Malcolm Mac Donald) said that the shipping Bill banning the conveyance of munitions to Spain did not apply to the Dominions, and therefore no question arose of consultation with the Dominion Governments, which, however, had been informed of-the British intention to legislate. He was unaware i whether any of the Dominions contemplated similar action. Sir Percy Harris (Liberal) suggested that the embargo would be ineffective unless the Dominions passed legislation. Mr. Mac Donald replied: "The whole matter is being considered in consul-! tation with the Foreign Office. I think the question is largely academic. There are very few of the Dominions with registered vessels of the type concerned, but if there is evidence that Dominion ships are likely to be involved we shall certainly have to consider the matter further, but on the ( present evidence I don't think action will be necessary."
