DELBOS TO DECLARE GUARANTEES

United Tress Association —By Electric Telegraph—Copyright. LONDON, November 30. The Paris correspondent of "The Times" says that M. Delbos, Foreign', Minister, states that he will shortly announce that France will assume the same obligations to Britain as those assumed to France by the British Foreign Secretary. This will commit France to support of Britain by land, sea, and air against unprovoked aggression. Thus, for the first time since the war, Britain will become guaranteed as well as a guarantor.
