LONDON, July 14. The Prime Minister, Mr. Stanley Baldwin, read a message from the King to scholars when opening a congress of seventy Empire Universities at Cambridge. . . ,
The message acknowledged the universities' part in promoting an Empire spirit and officially welcomed the overseas delegates.
